The Commerce Department will end countervailing duties on supercalendered paper from Canada (C-122-854) effective Aug. 3, 2015, it said in the final results of a changed circumstances review. As that's the date Commerce's began collecting CV duty cash deposits in its original investigation (see 1507310026), that means the duties will be revoked with no final assessment of CV duties on any importers of subject merchandise. For all subject merchandise entered on or after Aug. 3, 2015, Commerce will end suspension of liquidation and release all cash deposits collected, it said. Verso Corporation, the original requester of the duties, asked for revocation of the CV duty order. Commerce is also ending an ongoing CV duty administrative review as a result of the revocation. U.S. Trade Representative Robert Lighthizer had announced the revocation in a statement on a World Trade Organization ruling against the CV duties (see 1807090025).

The Commerce Department is terminating antidumping duties on solid agricultural grade ammonium nitrate from Ukraine (A-823-810). Domestic producers did not participate in the latest sunset review of the duties (see 1804300012), resulting in revocation of the AD duty order, Commerce said. The revocation takes effect for entries on or after June 12. For entries on or after that date, Commerce will in 15 days send instructions to CBP to terminate suspension of liquidation and refund any cash deposits collected. For entries before that date, suspension of liquidation, cash deposit requirements and final assessment of AD duties will remain in effect.

The Commerce Department is giving advance notice that it will consider ending the agreement suspending antidumping duties on lemon juice from Argentina (A-357-818), in an automatic five-year sunset review scheduled to begin in July. This suspension agreement will be terminated unless Commerce finds that termination would lead to a continuation or recurrence of dumping and the International Trade Commission finds that revocation would result in continuation or recurrence of material injury to a U.S. industry.
