The Commerce Department is correcting a recent notice to clarify that it will consider revoking the countervailing duty order on sodium nitrite from China (A-570-926), in an automatic five-year sunset review scheduled to begin in January. A Dec. 3 notice giving advance notice of sunset reviews set to begin in January had omitted the CV duty order from the list of upcoming reviews, mentioning only the AD duty order on the same product (see 1811300018). The CV duty order will be revoked unless Commerce finds that revocation would lead to a continuation or recurrence of dumping and the International Trade Commission finds that revocation would result in continuation or recurrence of material injury to a U.S. industry.
The Commerce Department is creating a new exemption from antidumping and countervailing duties on crystalline silicon photovoltaic cells, whether or not assembled into modules, from China (A-570-979/C-570-980), it said in the final results of a changed circumstances review. The partial revocation applies to all unliquidated entries of off-grid panels entered on or after Jan. 1, 2016, for CV duty purposes, and on or after Dec. 1, 2016, for AD duty purposes, that meet the following requirements:
