The Commerce Department is creating a new exemption from antidumping duties on hand trucks from China (A-570-891) for combination wheelbarrow-dolly carts, it said in the final results of a changed circumstances review (here). Positec, an importer of the multifunction carts, requested the exemption in December, and domestic manufacturers did not oppose the request. As a result, Commerce is adding the following language to the scope:
