China Hand Trucks: New Exemption From AD Duties for Multifunction Wheelbarrow Carts

The Commerce Department is creating a new exemption from antidumping duties on hand trucks from China (A-570-891) for combination wheelbarrow-dolly carts, it said in the final results of a changed circumstances review (here). Positec, an importer of the multifunction carts, requested the exemption in December, and domestic manufacturers did not oppose the request. As a result, Commerce is adding the following language to the scope:

“Excluded from the scope is a multifunction cart that combines, among others, the capabilities of a wheelbarrow and dolly. The product comprises a steel frame that can be converted from vertical to horizontal functionality, two wheels toward the lower end of the frame and two removable handles near the top. In addition to a foldable projection edge in its extended position, it includes a permanently attached steel tub or barrow. This product is currently available under proprietary trade names such as the ‘Aerocart.’”

The partial revocation of duties on hand trucks will apply to all entries of the newly exempt multifunction carts that were entered or withdrawn from warehouse on or after Dec. 1, 2012. Commerce will direct CBP to end suspension of liquidation for the merchandise covered by the partial revocation, and release any cash deposit or bond collected.
