The Commerce Department is giving advance notice that next month it will consider revoking the antidumping duty orders on carbon and alloy seamless standard, line and pressure pipe over 4 1/2 inches from Japan (A-588-850) and carbon and alloy seamless standard, line and pressure pipe under 4 1/2 inches from Japan (A-588-851) and Romania (A-485-805), as well as antidumping and countervailing duty orders on sulfanilic acid from China and India (A-570-815, A-533-806/C-533-807), in automatic five-year sunset reviews scheduled to begin in September (here). These orders will be revoked unless Commerce finds that revocation would lead to a continuation or recurrence of dumping and the International Trade Commission finds that revocation would result in continuation or recurrence of material injury to a U.S. industry.
The Commerce Department and the International Trade Commission began five-year sunset reviews of the antidumping duty orders on polyester staple fiber from South Korea (A-580-839) and Taiwan (A-583-833), and glycine from China (A-570-836).

The Minh Phu Group will be exempt from antidumping duties on frozen warmwater shrimp from Vietnam (A-552-802) beginning on July 18, 2016, the Commerce Department said in a notice (here). Starting on that date, subject merchandise produced and exported by Minh Phu Group and its affiliates will no longer be subject to suspension of liquidation and cash deposit requirements under the Vietnam shrimp order, and importers of subject merchandise from Minh Phu will no longer be subject to AD duty assessments calculated in annual administrative reviews. The partial revocation implements a deal reached with Vietnam to settle a dispute over U.S. antidumping duties at the World Trade Organization (see 1607180043).
In the July 6 issue of the CBP Customs Bulletin (Vol. 50, No. 27) (here), CBP published notices that propose to revoke or modify rulings and similar treatment for the classification of a rolling pullman case, two backpacks, a tote bag and an insulated lunch bag.
The International Trade Commission on July 8 voted to terminate antidumping duties on stainless steel wire rod from Italy and Spain, finding that revocation of the AD duty orders would not result in resumption of injury to domestic industry (here). As a result of the ITC's sunset review determination, the Commerce Department will revoke the AD duty order effective for entries on or after the date five years after the continuation of the AD duty orders, i.e., around June 17, 2015. AD duty orders on stainless steel wire rod from Japan, South Korea and Taiwan will remain in place.
