The New Democrat Coalition announced the release July 19 of a new economic plan that includes a "comprehensive, fair, and transparent exclusion process for existing Section 301 tariffs." The caucus' Economic Opportunity Agenda says the exclusion process will "cut costs for Americans and ease global supply chain constraints."
Alba Wheels Up is acquiring customs brokerage VT Mancusi, it announced in a news release July 19. The partnership aims to "bolster" Alba's capabilities in customs brokerage and trade compliance, the release said. "The VT Mancusi team will be joining the Alba Wheels Up team at Alba's headquarters in Valley Stream, NY," Alba said.
CBP is modifying its pilot testing a new global business identifier (GBI) to replace the manufacturer ID so that participants in the test can use any of three entity identifiers, instead of all three, the agency said in a notice released June 20, as expected (see 2304240042). CBP is also extending the pilot through Feb. 14, 2024. The pilot had been set to end July 31.
International Longshore and Warehouse Union Canada said late on July 19 that it has "removed" a notice that it would be again be striking at Canadian West Coast ports beginning July 22. The 72-hour strike notice had been issued earlier that day (see 2307190031). The ILWU did not respond for further comment.

The rejection of a settlement led to a short-lived resumption of a strike by the International Longshore and Warehouse Union Canada at Canadian West Coast ports, but the strike is again on hold after the Canada Industrial Relations Board ruled the strike illegal and ILWU Canada issued a 72-hour notice that the strike will begin again July 22.

CBP in June identified 405 shipments valued at more than $239 million for further examination based on the suspected use of forced labor, including goods subject to the Uyghur Forced Labor Prevention Act and withhold release orders, the agency said in its most recent operational update. In May, CBP identified a total of 460 shipments valued at more than $197 million (see 2306210021). CBP also seized 1,709 shipments in June that contained counterfeit goods valued at more than $120 million, the agency said.
The FDA should push back its deadline for implementation of new cosmetics facility registration requirements of the Modernization of Cosmetics Regulation Act of 2022, the National Customs Brokers & Forwarders Association of America said in a July 13 letter.
