President Barack Obama issued an executive order declaring a national emergency to deal with the threat that "certain members of the Government of Yemen and others" are to security and stability. Among other things, the order says property and interests of those people in the U.S. or that come into the possession or control of any U.S. person may not be transferred, paid, exported, withdrawn, or otherwise dealt in. The executive order doesn't identify any specific individuals or organizations.
National Weather Service tests of warning messages integrating some traditional emergency alert system (EAS) features with wireless carriers are going well, a government contractor working on the project said Wednesday. The Integrated Public Alert and Warning System tests by the NWS, the most frequent federal user of EAS (CD March 14 p8), show the system “seems to be working,” said IPAWS architect Gary Ham. “The tests seem to be going pretty well” and some alert originators have had public alerting authority given to them, he continued. A technical problem that caused a delay related to some alerts has been identified and a solution is being implemented, Ham said on a webinar organized by the Federal Emergency Management Agency.

The National Organic Program will allow the use of two substances, fenbendazole and moxidectin in emergency treatment for organic dairy and breeder livestock. The Agricultural Marketing Service’s final rule, which is effective May 16, 2012, amends the U.S. Department of Agriculture’s National List of Allowed and Prohibited Substances1 at 7 CFR 205.603(a)(18) to add use exemptions for the two substances when organic system plan-approved preventative management does not prevent infestation, with the following restrictive annotations2: (1) fenbendazole is only for use by or on the lawful written order of a licensed veterinarian; and (2) moxidectin is for control of internal parasites only.
Clearwire would need a wholesale deal with a large national carrier to avoid having to sell spectrum, Credit Suisse analysts said Monday. Executives and other analysts had said selling spectrum could be an option for the company to fund its LTE network. There are potential buyers for Clearwire spectrum, including MetroPCS, if Clearwire can’t secure a large wholesale deal in the near-term, the Credit Suisse analysts said. They expect TD-LTE smartphones that carry voice over LTE to hit the market soon. There could be 30 TD-LTE networks deployed this year, they said. The value of Clearwire’s spectrum partially depends on the emergence of a robust TD-LTE ecosystem with low-cost handsets, they said. TD-LTE (Time Division LTE) is being used by major Chinese carriers as their LTE standard, while the other LTE standard FD-LTE (Frequency Division) is being used by most U.S. carriers.

States and localities should work on governance, regional collaboration, procurement and adoption as they provide input to FirstNet in the development of requests for proposals, state and local officials said Monday at the National Broadband Summit & Expo, where Strickling also spoke.
