The State Department published its spring 2022 regulatory agenda, including a new mention of a final rule that will expand the types of defense items and services that can be sent to Australia, the U.K. and Canada. The rule would specifically amend the International Traffic in Arms Regulations to expand certain trade under existing defense trade treaties between the countries, and would also amend the Canadian exemptions. Other changes will make “clarifying amendments and conforming updates” to Supplement No. 1 to part 126 of the ITAR, specifically to U.S. Munitions List Categories IV(i), manufacturing know-how, and Category XII, night vision entries. The agency hopes to issue the rule this month.
The House Appropriations Committee voted 32-24 Thursday to advance the Labor, Health and Human Services, Education and Related Agencies Subcommittee’s FY23 bill, which proposes increasing CPB’s annual funding to $565 million beginning in FY 2025 (see 2206240074). The measure also includes a major increase in federal funding for the Department of Health and Human Services’ 988 National Suicide Prevention Lifeline program.

The House Appropriations Committee voted 31-22 Friday night to advance the Financial Services Subcommittee’s FY 2023 bill with increases in annual funding for the FCC and FTC. The committee voted down Republicans’ bids to roll back a proposed substantial increase in FTC funding and altered a rider in the measure that removes an FCC barrier to broadcasters airing ads for cannabis products. The measure would allocate $490 million to the FTC, a 30% increase over what it received in the FY 2022 omnibus appropriations package (see 2203150076). The FY23 bill would give the FCC $390 million, up 2.3% from FY22.
Wireless carriers warned the FCC proposed reporting requirements in a Further NPRM on wireless emergency alerts would require wholesale changes in alerting technology and asks for information they can’t collect. APCO and the National Weather Service (NWS) asked the agency to impose reporting requirements on industry. Comments were posted Wednesday in docket 15-91. Commissioners approved the FNPRM in April (see 2204190053).
