The Commerce Department looks set to recognize a Chinese company’s name change for the purposes of antidumping duties on certain activated carbon from China (A-570-904). The agency preliminarily found Ningxia Huahui Environmental Technology Co., Ltd. (Huahui Environmental) to be the successor-in-interest to Ningxia Huahui Activated Carbon Co., Ltd. (Ningxia Huahui), in the preliminary results of a changed circumstances review released Oct. 7. The agency preliminarily found Huahui Environmental continues to operate as the same business entity other than the change in name. If Commerce confirms its finding in the final results, Huahui Environmental may inherit the AD duty rate assigned to Ningxia Huahui, currently 67.14%.

The Commerce Department issued the preliminary results of its antidumping duty administrative review on activated carbon from China (A-570-904). In the final results of this review, Commerce will set assessment rates for subject merchandise from the companies under review entered April 2019 through March 2020.
The Commerce Department began administrative reviews for certain firms subject to antidumping and countervailing duty orders with April anniversary dates. Producers and exporters subject to any of these administrative reviews on China or Vietnam must submit their separate rate certifications or applications by July 16 in order to avoid being assigned high China-wide or Vietnam-wide rates.
