The Commerce Department published notice in the March 2 Federal Register on the following AD/CV duty proceedings (any notices that announce changes to AD/CV duty rates, scope, affected firms or effective dates will be detailed in another ITT article):
The Commerce Department and the International Trade Commission began five-year sunset reviews of the antidumping duty orders on brass sheet and strip from France (A-427-602), Germany (A-428-602), Italy (A-475-601) and Japan (A-588-704), and the antidumping duty order on silicon metal from China (A-570-806).
Petitioners withdrew the competitive need limitation (CNL) waiver petitions from the 2016/2017 Generalized System of Preferences (GSP) Annual Review for the following products that didn’t surpass CNL thresholds for 2016, the Office of the U.S. Trade Representative said (here):
CBP posted documents for the upcoming Commercial Customs Operations Advisory Committee (COAC) meeting on March 1 (here) in Washington. Among the posted items are draft recommendations from the Rulings and Decisions Improvement Working Group of the Trade Modernization Subcommittee (here) that suggest CBP work to ensure sufficient resources for the Office of Regulations and Rulings (R&R) "in light of the foreseeable, imminent shifts in U.S. trade and border policy." The agency must be able to maintain "trade and other critical subject matter priorities despite other issues that may become of significant concern," it said. "COAC also feels this is necessary due to the Administration’s mandate to eliminate two regulations for every one regulation that the Government issues."
The Commerce Department intends to exempt solar panels incorporated into battery charging units from antidumping and countervailing duties on crystalline silicon photovoltaic products from China and Taiwan (A-570-010/C-570-011, A-583-853), it said in the preliminary results of a changed circumstances review (here). PulseTech Products had requested the exemption, and the original petitioner for the AD/CV duty orders on solar products, SolarWorld Americas, said it agrees with the proposed exemption (see 1611090020). No other domestic companies have expressed opposition. If Commerce decides to create the new exemption in the final results of this review, it will add the following language to the scope of these AD/CV duty orders:

CBP released the Feb. 8 Customs Bulletin (Vol. 51, No. 6), which contains the following ruling actions (here):
CBP will allow for additional time for comments on proposed modifications and revocations of rulings related to restrictions on foreign-flagged vessels under the Jones Act, the agency said Feb. 3 (here). CBP's proposals would change the treatment of Jones Act coastwise laws for certain merchandise and vessel equipment that are transported between coastwise points (see 1701200018). Comments will now be allowed until April 18, CBP said. The extension will also be included in the Feb. 8 Customs Bulletin and CBP will then "seek comments on whether a further extension of the comment period beyond April 18 is warranted," it said.
