Regulatory agencies with a hand in trade included relatively few new trade-related rulemakings in their regulatory agendas for fall 2022. While the Commerce Department did include one new rule related to its antidumping and countervailing duty procedures, FDA, USDA and other partner government agencies (PGAs) largely continued to list rules that had been listed in previous agendas but not yet published.

CBP released its Jan. 4 Customs Bulletin (Vol. 56, No. 51), which includes the following ruling action:
The Commerce Department is giving advance notice that in automatic five-year sunset reviews scheduled to begin in February it will consider revoking the antidumping duty orders on fine denier polyester staple fiber from South Korea and Taiwan (A-580-893, A-583-860); lined paper products from China (A-570-901) and pure magnesium from China (A-570-864); as well as the antidumping and countervailing duty orders on cut-to-length carbon quality steel plate from India, Indonesia and South Korea (A-533-817/C-533-818, A-560-805/C-560-806, A-580-836/C-580-837); fine denier polyester staple fiber from China and India (A-570-060/C-570-061, A-533-875/C-570-876); and lined paper products from India (A-533-843/C-533-844). These orders will be revoked unless Commerce finds that revocation would lead to dumping and the International Trade Commission finds that revocation would result in injury to U.S. industry, Commerce said.
The Commerce Department and the International Trade Commission began five-year sunset reviews of the antidumping duty orders on circular welded carbon steel pipes and tubes from Taiwan, India and Thailand (A-583-008, A-533-502, A-549-502); circular welded non-alloy steel pipe from South Korea, Mexico, Taiwan and Brazil (A-580-809, A-201-805, A-583-814, A-351-809); cold drawn mechanical tubing from Germany, Italy, South Korea and Switzerland (A-428-845, A-475-838, A-580-892, A-441-801); and seamless line and pressure pipe from Germany (A-428-820), as well as the antidumping and countervailing duty orders on circular welded carbon steel pipes and tubes from Turkey (A-489-501/C-489-502); and cold drawn mechanical tubing from China and India (A-570-058/C-570-059, A-533-873/C-533-874), Commerce said in a notice published Jan. 3.
