CBP should revoke its 2003 ruling on molded plastic toolboxes as part of a recently proposed ruling revocation regarding the classification of plastic watch boxes, said Newell Rubbermaid in comments submitted in response to the proposed revocation. The agency has proposed revoking its ruling on the watch boxes, changing the classification from heading 4202 to 3923 because they are made of molded plastic and not plastic sheeting (see 13071109). Newell Rubbermaid's lawyer, Daniel Cannistra of Crowell and Moring, asked that CBP take a similar stance on the molded plastic toolboxes.
The International Trade Commission is asking for comments by Oct. 15 on whether it should begin a changed circumstances review on revocation of the antidumping duty order on diamond sawblades from China. Husqvarna Construction Products North America requested revocation of the AD duty order on July 11, arguing shifts in the diamond sawblades supply chain and the 2011 revocation of the diamond sawblades order on South Korea are cause for reconsideration (see 13071522). Husqvarna also said that, as the largest domestic producer of diamond sawblades, its opposition alone should be enough reason to revoke.

CBP corrected its Dec. 6, 2012, notice revoking customs broker licenses to show which brokers and license numbers were revoked and which are currently active. In the Dec. 6 notice, CBP "CBP inadvertently linked certain broker license numbers to the incorrect broker’s name," it said.
In the July 31 issue of the U.S. Customs and Border Protection Bulletin (Vol. 47, No. 32), CBP published two notices of revocation of rulings and treatment regarding wetted aluminum powder and MP3 player docking stations with built-in radios.
The Commerce Department published notices in the Aug. 1 Federal Register on the following AD/CV duty proceedings (any notices that announce changes to AD/CV duty rates, scope, affected firms, or effective dates will be detailed in another ITT article):
In the July 31 issue of the Customs Bulletin (Vol. 47, No. 32), CBP published a notice that proposes to modify a ruling and similar treatment regarding the tariff classification of bushings used in marine propulsion systems.
The Commerce Department is giving advance notice that it and the International Trade Commission will consider revoking the antidumping duty orders on electrolytic manganese dioxide from Australia (A-602-806) and China (A-570-919), and steel wire garment hangers from China (A-570-918), in their automatic five-year sunset reviews scheduled to begin in September. Advance notice is given because sunset reviews have short deadlines. An order will be revoked unless Commerce finds that revocation would lead to a continuation or recurrence of dumping and the ITC finds that revocation would result in continuation or recurrence of material injury to a U.S. industry. As a result, a negative determination by either Commerce or the ITC would result in the revocation of these orders.
The Commerce Department and the International Trade Commission initiated the five-year Sunset Review of the antidumping and countervailing duty orders on new pneumatic off-the-road tires from China (A-570-912 / C-570-913); AD/CVD orders on raw flexible magnets from China (A-570-922 / C-570-923); and the antidumping duty order on raw flexible magnets from Taiwan (A-583-842)..
