The Commerce Department and the International Trade Commission began five-year sunset reviews of the antidumping and countervailing duty orders on ammonium sulfate from China (A-570-049/C-570-050), amorphous silica fabric from China (A-570-038/C-570-039), biaxial integral geogrid products from China (A-570-036/C-570-037) and off-the-road tires from India (A-533-869/C-533-870), as well as the antidumping duty order on artist canvas from China (A-570-899), Commerce said in a notice released Jan. 31.

The International Trade Commission will proceed with full five-year sunset reviews of antidumping duty orders on chlorinated isocyanurates from China (A-570-898) and Spain (A-469-814). The reviews will determine whether revocation of the antidumping duty orders would be likely to lead to continuation or recurrence of material injury for U.S. industry. The ITC found that U.S. domestic industry interest was sufficient to begin a third sunset review of both cases. The subject goods are derivatives of isocyanuric acid and are used as sanitizers, dishwashing detergents, bleaches and other disinfecting cleaners. The notice to be published Jan. 27 in the Federal Register said that the "schedule for the reviews will be established and announced at a later date."

The Commerce Department is ending countervailing duties on utility scale wind towers from Indonesia (C-560-834), after a recent Court of International Trade decision caused rates from the final determination of Commerce's investigation to fall to zero for all Indonesian exporters. Zero rates in a final determination result in termination of an investigation and no resulting order. Once the decision is final following expiration of the period for appeals, revocation of the CV duty order will apply to entries on or after Jan. 7, 2022. For now, Commerce will lower cash deposit rates to zero, and will refund any cash deposits collected under the CV duty order.
