CBP released its Feb. 1 Customs Bulletin (Vol. 57, No. 4), which includes the following ruling action:

The Commerce Department is giving advance notice that in automatic five-year sunset reviews scheduled to begin in March it will consider revoking the antidumping duty orders on honey from China (A-570-863) and polyester staple fiber from China (A-570-905), as well as the antidumping and countervailing duty orders on aluminum foil from China (A-570-053/C-570-054). These orders will be revoked unless Commerce finds revocation would lead to dumping and the International Trade Commission finds that revocation would result in injury to U.S. industry, Commerce said.

The Commerce Department and the International Trade Commission began five-year sunset reviews of the antidumping duty orders on fine denier polyester staple fiber from South Korea and Taiwan (A-580-893, A-583-860); lined paper products from China (A-570-901) and pure magnesium from China (A-570-864); as well as the antidumping and countervailing duty orders on cut-to-length carbon quality steel plate from India, Indonesia and South Korea (A-533-817/C-533-818, A-560-805/C-560-806, A-580-836/C-580-837); fine denier polyester staple fiber from China and India (A-570-060/C-570-061, A-533-875/C-570-876); and lined paper products from India (A-533-843/C-533-844), Commerce said in a notice released Jan. 31.

Regulatory agencies with a hand in trade included relatively few new trade-related rulemakings in their regulatory agendas for fall 2022. While the Commerce Department did include one new rule related to its antidumping and countervailing duty procedures, FDA, USDA and other partner government agencies (PGAs) largely continued to list rules that had been listed in previous agendas but not yet published.
