U.S. Customs and Border Protection has posted information on its National Agriculture Release Program (NARP), which was implemented in 2007. NARP provides a methodology for evaluating high-volume agriculture imports that are low-risk for the introduction of plant pests and plant diseases into the U.S. NARP began prior to the creation of CBP as the Border Cargo Release (BCR) program on the southern border. BCR expedited the entry of high-volume, low-risk commodities entering from Mexico. NARP expands the BCR program to include some agricultural commodities from Mexico as well as other foreign countries.
U.S. Customs and Border Protection has issued a correction to a prior memorandum and administrative message on the bond requirements for informal entries, to indicate that a single transaction bond may be used as an alternative to a continuous bond, if filers opt to use a CBP Form 3461 followed by an entry summary.

U.S. Customs and Border Protection has posted the January 2012 Change Log for the Customs Automated Manifest Interface Requirements (CAMIR). During this month, changes were made to Appendix D, which provides a complete listing of valid disposition codes. Specifically, the below-listed 28 three-letter event codes used in the ANSI X12 350 set V9 segment in the rail and truck manifests and the CAMIR R06 record in ocean manifest were added. These codes identify the event about which a report is made and advises the carrier, or port authority about postings to a bill of lading.
U.S. Customs and Border Protection has posted a January 23, 2012 version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) electronic query report of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP has also posted a version of its CF 1401 (Record of Vessel in Foreign Trade Clearances) electronic query report of the VMS, in accordance with 19 CFR 4.95, organized by clearances.

U.S. Customs and Border Protection has issued its weekly tariff rate quota and tariff preference level commodity report as of January 23, 2012.
U.S. Customs and Border Protection for field operations at the Port of New York/Newark has issued an Informational Pipeline to inform the trade community of some logistical issues it has encountered since the commencement of the consolidated Centralized Examination Station (CES) process on January 9, 2012. The Pipeline states that incorrect bill of lading (BOL) transmissions have caused cargo for examination to be sent to erroneous Centralized Examination Station (CES) sites.
U.S. Customs and Border Protection for Field Operations at the Los Angeles/Long Beach Seaport has issued a Public Bulletin announcing that it will present a January 27, 2012 seminar to provide guidance on the proper marking and attachment of orange blaze tips required on airsoft guns and other imitation and look-alike firearms. According to the Bulletin, numerous issues have arisen with regard to the proper marking required on such imports. The Port will be presenting this seminar in order to clarify and resolve these issues and provide clear guidance for the importing community on appropriate markings and how such markings are tested to ensure compliance.
