Broker Power is now issuing weekly summary reports highlighting the most active textile and apparel tariff preference levels1 from U.S. Customs and Border Protection’s “Quota Weekly Commodity Status Report.” BP’s weekly report also lists the TRQ commodities on CBP’s weekly “TRQ/TPL Threshold to Fill List.”
CBP has issued a memorandum announcing a special import quota of 14,717,826 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.98. (CBP notes that this quantity is not subject to the TRQs in Chapter 52 Additional U.S. Notes 5 through 10.) The quota period is August 5, 2010 - January 31, 2011. To be counted under this quota, the cotton must be imported during this period and purchased not later than November 2, 2010. The opening date is August 5, 2010.

CBP has posted the weekly foreign currency exchange rate multipliers for the week ending July 30, 2010.
CBP and Canada Border Services Agency are announcing the opening of a Free and Secure Trade (FAST) enrollment center at the port of Warroad, Minnesota. The FAST enrollment center opened on August 1, 2010.
CBP has issued its weekly tariff rate quota and tariff preference level commodity report as of August 2, 2010. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, and tobacco; and certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs; etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying textile articles and/or other articles; the TRQs on worsted wool fabrics; etc.
CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching their restraint limit or have filled their in-quota (low) rate. The list is divided into two sections: those that are at least 85% filled and those that are filled.
CBP has posted an updated version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) - an electronic query report for CF 1400 of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP has also posted an updated CF 1401 (Record of Vessel in Foreign Trade Clearances) - an electronic query report for CF 1401 of the VMS, in accordance with 19 CFR 4.95, organized by clearances.
