U.S. Customs and Border Protection seeks comments by November 8, 2010 on an extension of an existing information collection on Free Trade Agreements.These agreements involve collection of data elements such as information about the importer and exporter of the goods, a description of the goods, tariff classification number, and the preference criterion in the Rules of Origin.
CBP has issued a CSMS message stating that ACE e-Manifest:Truck has been experiencing issues with Shipment Control Numbers (SCN) being reused after 3 years. The reused SCNs are being incorrectly linked to the older SCN (shipment), which causes CBP to take additional time to examine the scenario and process the trip, and also delays the carrier at the border for an extended period of time while waiting for the trip to be released.
CBP has issued a memorandum announcing a special import quota of 14,977,489 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.02. (CBP notes that this quantity is not subject to the TRQs in Chapter 52 Additional U.S. Notes 5 through 10.)
CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching their restraint limit or have filled their in-quota (low) rate. The list is divided into two sections: those that are at least 85% filled and those that are filled.
