U.S. Customs and Border Protection issued a proposed rule to revise its regulations regarding U.S. returning residents who are eligible to file a single customs declaration for members of a family traveling together upon arrival in the U.S. Specifically, CBP is proposing to expand the definition of the term “members of a family residing in one household” to allow more U.S. returning residents to file a family customs declaration for articles acquired abroad. CBP anticipates that the proposed change will reduce the amount of paperwork that CBP officers would need to review during inspection and, therefore, facilitate passenger processing. Comments are due by May 29, 2012.
Officials from Customs and Border Protection and Canada Border Services Agency reiterated the details of the "Beyond the Border" action plan during townhall meetings in Niagara, NY and Toronto on February 28-29, 2012. The presentations describe specific actions and 2012-2014 target dates to achieve goals such as: (i) common data elements for advance cargo screening; (ii) mutual recognition of air cargo security programs for passenger aircraft; (iii) attempted alignment of Canada’s Customs Self Assessment (CSA) and the U.S. Importer Self Assessment (ISA) programs; (iv) assessment on ways to move wood packaging material inspections away from the border; etc.

U.S. Customs and Border Protection has announced that it is expanding its Global Entry trusted traveler program to the following four additional airports: (1) St. Paul International Airport, Minneapolis, Minnesota (MSP); (2) Charlotte Douglas International Airport, Charlotte, North Carolina (CLT); (3) Phoenix Sky Harbor International Airport, Phoenix Arizona (PHX); and (4) Denver International Airport, Denver, Colorado (DEN). CBP established Global Entry at 20 major U.S. airports. Global Entry will become operational at the four additional airport locations on or before September 22, 2012. The exact starting date for each airport will be announced on the Global Entry website here.
U.S. Customs and Border Protection said the maintenance activity scheduled in the ACE extended maintenance window starting Sunday March 25 has been completed and ACE is now available. On March 23, CBP had advised the trade that the regular ACE Maintenance Window might be extended March 25. (CSMS #12-000106)
