The European Union is imposing new antidumping duties on imports of urea and ammonium nitrate from the U.S., Russia, and Trinidad and Tobago, it said in a notice of its preliminary determination in the April 11 EU Official Journal. A provisional antidumping duty rate of 22.6% is now required on imports of the product by CF Industries Holdings, the sole U.S. exporter being investigated, as well as on urea and ammonium sulfate exported from the U.S. by all other companies. The new cash deposit rate takes effect April 11, though the EU may apply it retroactively as of March 22 (see 1903210046). That decision will be made at the final stage of the investigation.

The U.S. Grains Council is asking China to eliminate antidumping and anti-subsidy tariffs on American distillers grains, according to a report from Reuters. China’s Ministry of Commerce will review the request and the tariffs on the grains, an animal feed ingredient, according to the report.
The European Union and the U.S. have not formally begun the trade talks first agreed to last July, as the 28-member bloc still does not have a mandate to negotiate. Given that, many observers are doubtful negotiations could make substantial progress this year.

Mexico’s Tax Administration Service announced the addition of several new “web services” for the electronic transmission through the VUCEM single window of permits and certificates required by COFEPRIS (the Federal Commission for the Protection Against Sanitary Risk) and SADER (the Secretariat of Agriculture and Rural Development), in a fact sheet issued April 2. The European Union on March 28 issued a report on its trade defense activities in 2018, including antidumping and countervailing duties and safeguards. The EU started 10 new AD/CVD investigations in 2018, with 105 AD/CVD orders in place at the end of a year, “a slight decrease as compared to the previous year,” the report sad. “Investigative work remained at a high level, reaching nearly that of 2017,” it said.
