Republican presidential nominee Donald Trump’s campaign is devoid of a telecom and tech policy agenda less than 40 days before the general election, despite a transition team meeting planned with tech and telecom policy stakeholders in Washington this week (see 1609290070). Republican members of Congress told us the Trump campaign should look to lawmakers’ ideas for guidance. Democratic lawmakers called Trump's policy void alarming.

Critics of Verizon copper pressed the telco to resolve network issues at two state commissions. In Pennsylvania, Communications Workers of America filed testimony and photographic evidence Thursday that CWA said showed deterioration of the copper network. In New Jersey, the Division of Rate Counsel urged the Board of Public Utilities (BPU) to act on “systemic” problems with the Verizon network. A state senator told the board to require Fios across South Jersey.

The EU and U.S. adopted similar net neutrality frameworks, but "the devil will be in the details" of how they resolve disputes that emerge, said Sidley Austin attorney Jonathan Nuechterlein Thursday on an FCBA panel. Andrea Glorioso, a digital economy counselor for the EU Delegation in Washington, outlined European processes and an advisory body's recent "common sense" net neutrality guidance to national regulatory authorities (NRAs), including on ISP "zero-rating" data practices, some of which would be more problematic than others. Dan O'Connor, vice president-public policy, said the Computer and Communications Association supports the "sensible" net neutrality guidance the Body of European Regulators for Electronic Communications (BEREC) issued Aug. 30 (see 1608300002).

The suit, filed in U.S. District Court in Galveston, Texas, followed Congress’ passage of a short-term continuing resolution to fund the government after FY 2016 ends Friday that didn’t contain sought-after language to delay the handoff (see 1609220067 and 1609280067).
