Angela Ellard, former deputy director-general of the World Trade Organization, has joined the Center for Strategic and International Studies as a nonresident senior adviser with its Economic Security and Technology Department, the think tank announced Dec. 15. Ellard joined WTO as deputy director-general in 2021 after serving as chief trade counsel for the House Committee on Ways and Means.
International trade attorney Theodore Brackemyre has been elevated to partner at Wiley, the firm announced. Brackemyre joined the firm in 2017 as an international trade associate after graduating from Harvard Law School. In addition, the firm announced that Matt Lapin, who has worked as special counsel at the firm since May 2024, has been promoted to of counsel. Prior to joining Wiley, Lapin was a partner at Porter Wright. The promotions of Brackemyre and Lapin will be effective Jan. 1.
Adam Vaccaro, former director of the Treasury Department's Office of Investment Security, has joined DLA Piper in Washington, the firm said Dec. 3. Vaccaro joined Treasury in 2019 to help lead the Committee on Foreign Investment in the U.S. before leaving the agency this month, according to his LinkedIn profile. DLA Piper also called him "one of the primary authors" of Treasury's outbound investment security program.
Chris Cook left his role as a trial attorney with the DOJ National Security Division's Counterintelligence and Export Control Section to join Pratt & Whitney as associate director and counsel for global trade investigations, he announced this week on LinkedIn. Cook first joined DOJ in 2016.
Joseph Grossman-Trawick, an international trade attorney, has left the Commerce Department to join King & Spalding as an associate, he announced on LinkedIn. Grossman-Trawick joined Commerce in 2023, working as an attorney in the Office of the Chief Counsel for Trade Enforcement and Compliance.
International trade attorney Navpreet Moonga has joined Hogan Lovells as a senior associate, according to her LinkedIn page. Moonga joins Hogan from Wilson Sonsini, where she worked as an associate since 2023. Prior to Wilson Sonsini, Moonga worked at Dechert and Barnes Richardson.
Mikki Cottet, a longtime DOJ attorney, is leaving the agency, according to a notice at the Court of International Trade. Cottet joined the agency in 1994 as a trial attorney in the international trade field office and has been a senior trial counsel since 2007. Speaking before the U.S. Court of Appeals for the Federal Circuit on Dec. 1 during an oral argument, Cottet said "it has been an honor to practice before this court for the last 31 and a half years."
Andrea Casson, a litigation attorney at the International Trade Commission, has left the ITC, according to a notice filed at the Court of International Trade. Casson served as assistant general counsel for litigation at the commission.
Danielle Cossey, a staff attorney at the Commerce Department, will leave the agency to join Sidley Austin, Cossey confirmed to us. She joined Commerce in the Office of the Chief Counsel for Trade Enforcement and Compliance in 2023 after graduating from the George Washington University Law School. Cossey will start at Sidley on Dec. 1.
A trial attorney at DOJ's international trade field office, Luke Mathers, has left the agency and joined Sandler Travis as an associate, according to his LinkedIn profile. Mathers joined DOJ in 2022 in the New York-based trade field office, where he worked on various customs and antidumping and countervailing duty matters. Prior to joining the agency, Mathers was an associate at Skadden.
