The Bureau of Industry and Security announces that upon review, it has determined that there was a formatting error in an Entity List rule published in the December 17, 2010 Federal Register, which was intended to have shown the University of Electronic Science and Technology of China (UESTC) and the 901 Institute as separate aliases for the China Academy of Engineering Physics (CAEP), not to show the 901 Institute as part of the UESTC entry. On March 1, 2011, the Interagency Task Force on Electronics Stewardship issued a request for comments to help in its development of a national framework and recommendations for improving Federal stewardship of used electronics. The task force is scheduled to deliver the national framework in May 2011.
The Bureau of Industry and Security announces that TW Metals, Inc. of Pennsylvania, has agreed to pay a $575,000 civil penalty to settle allegations that it exported titanium alloy and aluminum bar to China and Israel without the required export licenses, in violation of the Export Administration Regulations (EAR). TW Metals voluntarily disclosed the violations, which BIS notes is a significant mitigating factor when considering administrative settlements.

The State Department has issued a proposed rule to amend the International Traffic in Arms Regulations to add new license exceptions for the export of (i) replacement parts and components for U.S.-origin end items and components, and (ii) articles to incorporate into EAR end items.
The State Department is seeking comments and information from interested parties to assist DOS review its existing regulations through retrospective analysis to determine if any of them should be modified or repealed, pursuant to Executive Order 13563, "Improving Regulation and Regulatory Review."1
