The Defense Department has submitted to the Office of Management and Budget for approval an interim final rule to add a representation regarding the export of sensitive technology to Iran and a waiver provision to further implement section 106 of CISADA.
The Bureau of Industry and Security has issued a final rule, effective April 18, 2011, to implement additional changes to the Entity List (Supplement No. 4 to 15 CFR 744) on the basis of the annual review of the Entity List conducted by the End-User Review Committee (ERC), etc. In this final rule, BIS amends the Entity List to remove one U.K. and one United Arab Emirates (UAE) entity from the List, add addresses or aliases or clarify the names for certain Iran and UAE entities, and correct the list of aliases for one China entity.

The State Department has issued a proposed rule to amend the International Traffic in Arms Regulations (ITAR) to revise its coverage of defense services to exclude activities using public domain data and to make other changes with respect to the definition of such services. DOS is also proposing to add related definitions on maintenance levels.
