The Office of the U.S. Trade Representative has announced the country-specific in-quota allocations under the tariff rate quotas on imported raw cane sugar, refined and specialty sugar and sugar-containing products for fiscal year 2011 (October 1, 2010 -- September 30, 2011).
The State Department announces that the charter of the International Telecommunication Advisory Committee (ITAC) has been renewed for an additional two years on July 29, 2010. ITAC advises the State Department with respect to, and provide strategic planning recommendations on, telecommunication and information policy matters related to U.S. participation in the work various international bodies addressing telecommunications.

On August 12, 2010, APHIS updated its Fresh Fruits and Vegetables Import PPQ Manual. The manual lists by country fruits and vegetables that are admissible into the United States. It includes a description of methods for sampling and inspecting selected fruits and vegetables. It also contains pictorial identification guides, and a glossary for common and scientific names of fruits and vegetables.

The Environmental Protection Agency has sent to the Office of Management and Budget a proposed rule to require the reporting of greenhouse gas emissions from the oil and gas industry. This rule applies to sectors of the oil and gas industry which have significant fugitive and vented emissions of carbon dioxide and methane, e.g., natural gas transmission compression, distribution, etc. The rule would not require control of greenhouse gases, rather it would require only that sources above certain threshold levels monitor and report emissions. This sector was originally proposed in the Mandatory Greenhouse Gas Reporting Rule and is now re-proposing based on comments received.
The Committee for the Implementation of Textile Agreements has determined that certain woven yarn-dyed fabrics of lyocell and cotton classifiable under HTS subheading 5516.13.0000 or 5516.43.00 cannot be supplied in commercial quantities in a timely manner by DR-CAFTA1 member countries.
On August 11, 2010, APHIS updated its Plant Protection and Quarantine (PPQ) Treatment Manual. This Manual serves as an operational guide for selecting and conducting quarantine treatments. The procedures and treatment schedules in this manual are administratively authorized for use by APHIS to prevent the movement of agricultural pests into or within the United States. Listed treatments include chemical treatments such as fumigation with methyl bromide, and nonchemical treatments with heat, cold, or irradiation.
