The Office of Foreign Assets Control is publishing the names of four newly-designated individuals and twelve newly-designated entities whose property and interests in property are blocked pursuant to Executive Order 13382, “Blocking Property of Weapons of Mass Destruction Proliferators and Their Supporters,” effective June 16, 2010. OFAC also is publishing the names of 27 vessels identified as property blocked because of their connection to the Islamic Republic of Iran Shipping Lines (IRISL) and is updating the entries of 71 already-blocked vessels to identify new names.

The Agricultural Marketing Service has issued the results of its review of the Hass Avocado Promotion, Research, and Information Order, and has determined that the Order and program should be continued.
The Department of Energy has issued a correction to its September 16, 2010 proposed rule to expand energy/water efficiency rules for consumer products. DOE is correcting its proposed regulations by replacing proposed 10 CFR 429.9(c)(9) through (10) in its entirety, regarding proposed testing requirements for direct heating equipment (not including furnaces) and conventional cooking tops. On October 5, 2010, APHIS updated the Manual for Agricultural Clearance. The manual provides CBP personnel working at airport and maritime locations with the guidelines, directions, and policy for clearing carriers and passengers/crew and controlling garbage and cargo.
