Controversial Prison-Calling Changes Go Into Effect Friday

An October FCC order that will increase rates for incarcerated people’s communications services (IPCS) on an interim basis takes effect Friday, said a notice for that day's Federal Register. The agency approved the changes 2-1 with a dissent by Commissioner Anna Gomez (see 2510280045). The required compliance date is 120 days after publication.

Also set for publication is an NPRM that seeks “additional comment and data from stakeholders on adopting permanent audio and video IPCS rate caps and on whether and how the Commission should refine its IPCS data collections going forward to provide the data needed to ensure rate caps are just and reasonable and fairly compensate IPCS providers.” Comments are due Jan. 5, replies Feb. 3, in docket 12-375.
