Commerce to Approve Nvidia Blackwell Chip Exports to UAE, Saudi Arabia
The U.S. plans to allow United Arab Emirates-based AI company G42 and Saudi Arabia-based AI firm Humain to buy the equivalent of up to 35,000 Nvidia Blackwell chips, also known as GB300s, the Commerce Department said in a Nov. 19 emailed press release.

Commerce will grant exports of those chips conditioned “on both companies meeting rigorous security and reporting requirements,” the agency said. The Bureau of Industry and Security is “engaging with the companies regarding these requirements and will monitor compliance on an ongoing basis.”
The agency added that the exports will help support American AI “dominance and global technological leadership” and is “consistent” with the Trump administration’s AI Action Plan released earlier this year (see 2507230028, 2510220008 and 2507240019).
“Beyond today’s announcement, the Commerce Department will continue to support the export of the American AI technology stack to Saudi Arabia, the UAE, and other allies and partners around the globe,” the agency said.
