Census Creates AES Code for New Syria License Exception, Updates Other Codes

The Census Bureau is creating new License Code C78 in the Automated Export System for filers to use when shipping goods under License Exception Syria Peace and Prosperity, which the Bureau of Industry and Security announced last week (see 2508280029). The license exception authorizes exports and reexports to Syria of all items designated under the Export Administration Regulations as EAR99.

Filers can use the new code only for exports to Syria, and all Export Information Codes are eligible except for UG (single gift parcels), FS (foreign military sales) and FI (impelled foreign military sales), Census said in a Sept. 2 email to industry. All transportation modes are eligible except for 70 (fixed transport).

Census said it's also updating License Type Code C58, which is used for exporters shipping items under License Exception Consumer Communications Devices, and License Type Code C46, which is used for exports sent under License Exception Aircraft, Vessels and Spacecraft, to reflect the Syria-related export control changes made by BIS.
