BIS Shuffles Senior Leadership, Replaces Longtime Official Borman
Kevin Kurland, the Bureau of Industry and Security's most senior career export enforcement official, has been tapped to replace longtime BIS official Matt Borman in overseeing the agency’s export administration efforts, three people familiar with the matter said. BIS updated its website Feb. 27 to reflect the change.

Borman, widely regarded as one of the foremost experts on the Export Administration Regulations, was pushed out of government by the Trump administration (see 2502240003). Kurland previously served as the agency’s deputy assistant secretary for export enforcement, a position that will now be filled by export enforcement official John Sonderman.
In addition, James Rockas, who had been serving as BIS undersecretary, was removed from that position earlier this week, according to two people familiar with the matter. Rockas is now listed as the BIS deputy undersecretary. He was replaced by Robert Burkett, who is also listed as the BIS chief of staff.
BIS didn’t respond to a request for comment.
