House Bill Would Keep Iran's IRGC on Terrorism List

The House version of the FY 2025 State, Foreign Operations and Related Programs Appropriations Bill would prohibit the removal of Iran's Islamic Revolutionary Guard Corps (IRGC) from the Foreign Terrorist Organization (FTO) list, the House Appropriations Committee said June 3.

The Trump administration designated the IRGC as an FTO in 2019 (see 1904080037). Although Iran has sought to have the designation rescinded, the Biden administration decided in 2022 to keep it in place (see 2208150006).

The bill also includes $3.3 billion in foreign military financing to help Israel defend itself. To enhance Taiwan’s defenses, the legislation would give the country $500 million in foreign military financing and up to $2 billion in loans and loan guarantees.

The bill would bar funds from being used to implement the multilateral Arms Trade Treaty, which the Trump administration withdrew from in 2019 (see 1904260063).

A House Appropriations subcommittee is scheduled to mark up the legislation June 4.
