Stainless Steel Flanges: Commerce Finalizes AD/CVD Exemption for SAE J518, ISO 6162 Flanges
The Commerce Department finalized a new exemption from antidumping and countervailing duties for stainless steel flanges made to SAE J518 or ISO 6162 specification, the agency said in the final results of a changed circumstances review of the AD/CVD orders on stainless steel flanges from China (A-570-064/C-570-065) and India (A-533-877/C-533-878).

Commerce said the petitioners that originally requested the orders don’t oppose the partial revocation, and represent most production of domestic stainless steel flanges. Anchor Fluid Power requested the changed circumstances reviews. Commerce got no comments on its preliminary results (see 2403280034).
As a result, Commerce is partially revoking the orders and adding the following language to the scope: "Also excluded from the scope are stainless steel flanges produced to specification SAE J518 (or its international equivalent, ISO 6162) and not to any other specification."
Commerce will direct CBP to liquidate without payment of AD/CVD and refund any AD/CVD cash deposits collected on unliquidated entries of SAE J518 and ISO 6162 flanges entered on or after Jan. 1, 2022, for India CVD; Oct. 1, 2022, for India AD; Jan. 1, 2023, for China CVD; and Aug.1, 2023, for China AD.
