BIS Issues Rule to Clarify, Correct EAR
The Bureau of Industry and Security will make several “conforming and clarifying” changes to the Export Administration Regulations to fix and update country and destination references, remove “obsolete” references, correct inadvertent errors and make other minor revisions.

The final rule, released May 8 and effective May 30, will update the Commerce Country Chart and Country Groups to “ensure consistency with destinations names” that are generally recognized by the U.S. government and revise the Commerce Country Chart entries for Australia and the U.K. to align with recent rules that removed export license requirements for the two countries (see 2404180035 and 2404300050). It will also remove Cyprus from Country Group D:5 to align with a State Department decision to suspend export restrictions for certain defense goods and services involving the country (see 2309130028), and it will remove “unnecessary” references to Russia and the Russian Federation that are no longer needed because they “predate the country’s addition to Country Group D:5.”
