China Activated Carbon: Final Results of AD Admin Review

The Commerce Department has released the final results of the antidumping duty administrative review on activated carbon from China (A-570-904). These final results will be used to set final assessments of AD on importers for subject merchandise entered April 1, 2021, through March 31, 2022.

New Cash Deposit Rates Take Effect Nov. 13

For entries on or after Nov. 13, the date these final results are to be published in the Federal Register, Commerce is setting new AD duty cash deposit rates for some companies. Exporters that didn't get a rate in this review will continue to get the cash deposit rate set for the respective company in the most recent previous administrative review, and exporters that have never been assigned an AD rate will continue to be subject to the China-wide rate of $2.42/kg. The new rates are as follows:

China-wide. Commerce continued its preliminary finding that seven companies for which a review was requested didn't establish eligibility for a separate rate, and as such, assigned the seven companies to the China-wide entity. They are: Beijing Pacific Activated Carbon Products Co., Ltd.; Bengbu Modern Environmental Co., Ltd.; Carbon Activated Tianjin Co., Ltd.; Shanxi DMD Corp.; Shanxi Tianxi Purification Filter Co., Ltd.; Sinoacarbon International Trading Co., Ltd.; and Tianjin Maijin Industries Co., Ltd.

No shipments. Commerce continued to find that another three companies -- Datong Municipal Yunguang Activated Carbon Co., Ltd., Ningxia Guanghua Cherishmet Activated Carbon Co., Ltd., and Shanxi Dapu International Trade Co., Ltd. -- had no shipments of subject merchandise during the review period. As a result, the cash deposit rates currently in effect for these three companies will not change, and any entries during the period of review reported under their case numbers will be assessed duties at the $2.42/kg China-wide rate.

Assessment Rates for Entries April 2021 - March 2022

Commerce is using the rates it calculated in these final results to calculate assessments of AD on importers of subject merchandise for entries between April 1, 2021, and March 31, 2022. Commerce will instruct CBP to liquidate entries during the period from Datong Juqiang at importer-specific rates and from Jilin Bright without regard to antidumping duties. Entries from all other exporters covered by this review will be liquidated at the rates listed above.
