The notices followed two separate complaints by Nokia, both filed Oct. 31. The complaints allege HP and Amazon have both imported various electronics that infringe on seven of Nokia's patents covering motion compensated prediction inventions, improvements to video decoding techniques, encoding and decoding, and video compression.

Nokia alleges HP and Amazon have sold "hundreds of millions of infringing products" without paying royalties to Nokia as part of long-term failures to negotiate for Nokia's patents. The company asked the ITC for permanent limited exclusion orders and cease and desist orders in both complaints.
