10 lower-income states -- Mississippi, Arkansas, Missouri, New Mexico, Montana, Kansas, South Dakota, North Dakota, Alaska and Wyoming -- less than half the population has access to a low-priced broadband plan of $50 or under per month, it said. It said Delaware, Hawaii, Connecticut and Washington, D.C., have 100% availability of such plans.
