The United States, challenging Jihua "Mike" Liu and Sun Ray Group Inc., to recover unpaid customs duties and civil penalties involving 216 entries of dried and dehydrated garlic, onion and other vegetable products. #22-00330. Filed Dec. 6.

Kuester Systems Mexico S de RL, challenging CBP's denial of its protest claiming its "other parts of motor vehicles: other parts of bodies," classified under Harmonized Tariff Schedule subheading 8708.29.5160, should receive duty-free treatment under the USMCA. #22-00331. Filed Dec. 5.

Ideavillage Products Corp., challenging CBP's denial of its protest claiming its shavers and replacement cutting heads of Harmonized Tariff Schedule subheading 8510.30.0000, dutiable at 4.2%, should be classified under subheading 8510.10.0000, free of duty. #22-00332. Filed Dec. 6.

Dalian Hualing Wood Co., Ltd., challenging the Commerce Department's final results in the administrative review of the antidumping duty order on wooden cabinets and vanities and components thereof from China, covering entries in 2019-2021. #22-00334. Filed Dec. 8.

Carbon Activated Tianjin Co., Ltd. and Carbon Activated Corporation, challenging the Commerce Department's final results of the administrative review of the antidumping duty order on activated carbon from China, covering entries in 2020-2021. #22-00335. Filed Dec. 9.

Jilin Bright Future Chemicals Co., Ltd., challenging Commerce's final results of the administrative review of the antidumping duty order on activated carbon from China, covering entries in 2020-2021. #22-00336. Filed Dec. 9.

Sonos, Inc., challenging CBP's failure to apply a Section 301 exclusion to its imports of wireless speakers and audio components. #22-00337. Filed Dec. 9.

SeAH Steel Corp., challenging the Commerce Department's final determination in the countervailing duty investigation on oil country tubular goods from South Korea. #22-00338. Filed Dec. 13.

The Center for Biological Diversity, the Animal Welfare Institute, and the Natural Resources Defense Council, challenging the Interior Department's delay in responding to a 2014 petition to certify Mexico under the Pelly Amendment, for its failure to halt illegal fishing and international trade in the totoaba, an endangered fish. #22-00339. Filed Dec. 14.

Tenaris Bay City, Inc.; Maverick Tube Corporation; IPSCO Tubulars Inc.; Tenaris Global Services (U.S.A.) Corporation; and Siderca S.A.I.C., challenging the Commerce Department's final determination in the antidumping duty investigation on oil country tubular goods from Argentina. #22-00343. Filed Dec. 16.

Tenaris Bay City, Inc.; Maverick Tube Corporation; IPSCO Tubulars Inc.; Tenaris Global Services (U.S.A.) Corporation; and Siderca S.A.I.C., challenging the International Trade Commission's final determination in the investigation that led to the antidumping duty order on oil country tubular goods from Argentina. #22-00344. Tenaris Bay City, Inc.; Maverick Tube Corp.; IPSCO Tubulars Inc.; Tenaris Global Services (U.S.A.) Corp.; and Tubos de Acero de Mexico, S.A., challenging the ITC's final determination in the investigation that led to the antidumping duty order on oil country tubular goods from Argentina. #22-00345. Filed Dec. 16.

Appeals of CIT Decisions

The following appeals of Court of International Trade decisions were filed at the U.S. Court of Appeals for the Federal Circuit during the weeks of Dec. 5-11 and Dec. 12-18:

RKW Klerks Inc., challenging an October 2022 CIT decision that said that CBP correctly classified two types of net wrap imports, both of which are fabrics used to wrap round bales of harvested crops. #23-1210. Opened Dec. 5.
