Amsted Rail Company, Inc. and ASF-K de Mexico de R.L. de C.V., challenging the Commerce Department's decision to allow Buchanan Ingersoll's continued participation in a set of antidumping and countervailing duty investigations on freight rail couplers and parts thereof from China and Mexico. #22-00316. Filed Oct. 31.
ITC Incorporated, challenging CBP's denial of its protest claiming its LED light modules qualify for exclusions to Section 301 duties. #22-00317. Filed Nov. 2.
Target General Merchandise, Inc., challenging CBP's denial of its protest claiming its plastic Easter eggs liquidated under Harmonized Tariff Schedule subheading 3926.40.0090, dutiable at 5.3%, should be classified under subheading 9505.90.6000, free of duty. #22-00318. Filed Nov. 3.
Trina Solar (U.S.), Inc., challenging CBP's denial of its protest seeking an exclusion from the Section 201 safeguards on its bifacial CSPV panels under Harmonized Tariff Schedule subheading 8541.40.6015. #22-00321. Filed Nov. 4.
PowerTec Solutions International LLC, challenging CBP's denial of its protest claiming a duty refund should be issued on its imported power supplies, which were returned after having been exported for repairs or alterations. #22-00322. Filed Nov. 7.

Appeals of CIT Decisions
The following appeals of Court of International Trade decisions were filed at the U.S. Court of Appeals for the Federal Circuit during the weeks of Oct. 31 - Nov. 6 and Nov. 7-13:
U.S. Steel Corp., challenging an April 2021 CIT decision upholding the Commerce Department's final results in the 2016-2017 administrative review of the antidumping duty order on oil country tubular goods from South Korea. #23-1109. Opened Nov. 2.
Smith-Cooper International, Inc., challenging a September CIT decision that found that the Commerce Department properly included Vandewater International's steel branch outlets in the scope of the antidumping duty order on carbon steel butt-weld pipe fittings from China. #23-1141. Opened Nov. 10.
