China Aluminum Extrusions: Commerce to Consider New Exemption From AD/CV Duties
The Commerce Department will consider whether to create a new exemption for rectangular wire from antidumping and countervailing duties on aluminum extrusions from China (A-570-967/C-570-968), it said in a notice beginning a changed circumstances review. 3M requested the notice, and the Aluminum Extrusions Fair Trade Committee, which originally requested AD/CVD on solar products, said it doesn't oppose creating the exemption.

In its request for a changed circumstances review, 3M defined products that would be partially revoked from the orders as follows:
"Also excluded from the scope of the orders is certain extruded rectangular wire, with or without rounded edges, imported in bulk rolls or precut strips. The product is made from aluminum alloy grade 1070 or 1370. The dimensions of the wire are 3 mm (+/− 0.05 mm) to 6 mm (+/− 0.05 mm) in width and 0.7 mm (+/− 0.05 mm) to 1.2 mm (+/− 0.05 mm) in thickness. Imports of rectangular wire are provided for under HTSUS category 7604.29.1090 or 7616.99.5190."
Commerce said the proposed exclusions mirror parts of an existing exclusion for rectangular wire from aluminum extrusions duties. That exclusion, created in 2014, covers "rectangular wire produced from continuously cast rolled aluminum wire rod, which is subsequently extruded to dimension to form rectangular wire" that is "5 mm (+/− 0.05 mm) in width and 1.0 mm (+/− 0.02 mm) in thickness." Commerce seeks comments by May 23 on how to reconcile the proposed and existing exclusions, as well as whether the effective date of the partial revocation should be set at April 30, 2021.
