BIS Updates List of Restricted Aircraft, Adds Belarusian Planes

The Bureau of Industry and Security added 10 more planes to its list of restricted aircraft, including seven planes owned by Belavia, the first Belarusian airline added to the list, the agency said April 14. The agency also added two additional planes owned by Utair and one aircraft owned by Aeroflot. BIS said it will impose penalties and/or jail time or revoke export privileges for any company or person who violates the Export Administration Regulations by providing “any form of service” to the listed aircraft without a required BIS license.

“New restrictions on Belarusian aircraft were put in place just last Friday, and less than a week later we’re already telling the world that servicing specific Belarusian planes is a no go,” said Matthew Axelrod, BIS’s top export enforcement official, referencing the agency’s expanded Commerce Control List requirements that were announced April 8 (see 2204080062). Axelrod said BIS will continue to “swiftly and vigorously enforce” its Russia and Belarus export restrictions.

BIS also updated tail numbers for 32 other planes to account for the planes’ “purported re-registration” in Russia, BIS said, and authorized two aircraft to leave Russia. BIS removed those two aircraft from the list: VQ-BTK, owned by Azur Air, and VP-BJR, owned by Nordwind.
