Raw Honey: Commerce Issues AD Duty Final Determinations for Argentina, Brazil, India and Vietnam
The Commerce Department issued its final determinations in the antidumping duty investigations on raw honey from Argentina (A-357-823), Brazil (A-351-857), India (A-533-903) and Vietnam (A-552-833). Cash deposit rates set in this final determination take effect April 14, the scheduled publication for these final determinations in the Federal Register.

The next step is for the International Trade Commission to make its final injury determination, currently scheduled for May 23, according to a Commerce fact sheet. If the ITC finds injury, Commerce will issue an AD duty order and duties will be made permanent. If the ITC finds no injury, the investigation will be terminated and all cash deposits will be refunded.
Commerce recently ended its concurrent investigation on raw honey from Ukraine, after the petition was withdrawn by domestic industry in light of Russia's invasion of Ukraine (see 2204050021).
Critical Circumstances for All Vietnamese Some Argentine Companies; Cash Deposits Retroactive 90 Days
Commerce made a finding that all exporters of raw honey from Vietnam, as well as all exporters of raw honey from Argentina except NEXCO, increased their exports to the U.S. in the months before the preliminary determination. This "critical circumstances" finding by the agency allows it to retroactively suspend liquidation and require AD duty cash deposits for subject merchandise from all Vietnamese companies, as well as the Argentine exporters Asociación De Cooperativas Argentinas Cooperativa Limitada, Industrias Haedo S.A., Compañía Inversora Platense S.A. and the "all others" Argentine companies 90 days before the preliminary determination, i.e., on or about Aug. 25, 2021. Otherwise, AD duty suspension of liquidation and cash deposit requirements for NEXCO, as well as for all exporters of raw honey from Brazil and India, take effect on Nov. 23, 2021.
