Biden Signs Bill Ending PNTR for Russia, Belarus

President Joe Biden signed into law on April 8 legislation to end permanent normal trade relations status for Russian and Belarusian goods and codify an existing ban on oil from Russia, the White House said. Congress approved the bills April 7 (see 2204070036).

The suspension of normal trade relations begins "on the day after the date of the enactment" and means that "the rates of duty set forth in column 2 of the Harmonized Tariff Schedule of the United States shall apply to all products of the Russian Federation and of the Republic of Belarus," according to the text. This law "also gives the President authorization to increase the duties applicable to products imported from these two countries," Thompson Hine said in a blog post April 11.
