EU Imposes Countervailing Duties on Aluminum Converter Foil From China
The European Union imposed countervailing duties on aluminum converter foil from China, with duties of 8.6% to 18.2%, the European Commission said in a Dec. 22 notice. The duties specifically cover "aluminium converter foil of a thickness of less than 0,021 mm, not backed, not further worked than rolled, in rolls of a weight exceeding 10 kg" and cover July 1, 2019 - June 30, 2020. Four products are excluded, and they include "Aluminium household foil of a thickness of not less than 0,008 mm and not more than 0,018 mm, not backed, not further worked than rolled, in rolls of a width not exceeding 650 mm and of a weight exceeding 10 kg."

The following rates apply: 10.1% for Xiamen Xiashun Aluminum Foil Co., 18.2% for Yantai Donghai Aluminum Foil Co., 8.6% for Jiangsu Zhongji Lamination Materials Co., 12.3% for other companies cooperating in both anti-subsidy and antidumping investigation listed in Annex 1, 12.3% for other companies cooperating in antidumping investigations but not in anti-subsidy investigation listed in Annex 2 and 18.2% for all other companies.
The commission said the aluminum converter foil industry is an essential partner of various European industries, including the electric car battery and EU packaging sectors. "The tariffs will help defend EU companies and workers in this sector: the imports of aluminium converter foil from China will no longer enjoy an unfair advantage over the Union industry and will compete on an equal footing," the commission said. The countervailing duty measures correct for preferential financing and the provision of land for less than adequate remuneration. Combined with antidumping measures, the import duties on the goods range from 16.1% to 46.7%.
