The preliminary determination had been due by Dec. 30 (see 2111010042). The agency decided to postpone after the petitioners that requested the investigation -- Bomsan Mannesmann Pipe U.S., Inc.; PTC Liberty Tubulars LLC; U.S. Steel Tubular Products, Inc.; the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union, AFL-CIO, CLC; and Welded Tube USA, Inc. -- asked for an extension. Cash deposits of estimated CV duties can be collected only after the preliminary determination, although cash deposits can be made retroactive 90 days from the preliminary determination if Commerce finds “critical circumstances.”
