successor-in-interest to Ningxia Huahui Activated Carbon Co., Ltd. (Ningxia Huahui) (see 2110070067), in the final results of a changed circumstances review released Nov. 16. Commerce found that Huahui Environmental continues to operate as the same business entity other than the change in name, therefore Huahui Environmental will inherit the AD duty rate assigned to Ningxia Huahui, currently $0.65/kg.
