US Ignoring Law by Not Sanctioning NS2, Senator Says
Sen. Jim Risch of Idaho, the top Republican on the Senate Foreign Relations Committee, said he wasn’t satisfied after the committee’s closed briefing with the Biden administration about the Nord Stream 2 gas pipeline last week, adding that the administration “continues its refusal to follow the law.” Senate Republicans have criticized the administration for not imposing more sanctions on the pipeline, arguing that sanctions under the Countering America's Adversaries Through Sanctions Act are mandatory (see 2109150017).

“The administration still has little to show for its approach to NS2 other than a vague set of promises from Germany, a physically complete pipeline, and an entirely predictable Russian-made gas crisis with winter rapidly approaching,” Risch said Sept. 29. “Congress, on a strong bipartisan basis, passed multiple laws that are crystal clear -- NS2 must not be allowed to become operational.” The administration has said more sanctions will not stop the pipelne’s completion and will create tensions between the U.S. and Germany (see 2107220008).
