Currently, the preliminary determination is due by Sept. 23 (see 2107230047). The agency decided to postpone after the petitioner that requested the investigation, CF Industries Nitrogen, LLC and its subsidiaries, Terra Nitrogen, Limited Partnership, and Terra International (Oklahoma) LLC, asked for an extension. Cash deposits of estimated CV duties can be collected only after the preliminary determination, although cash deposits can be made retroactive 90 days from the preliminary determination if Commerce finds “critical circumstances.”
