China Activated Carbon: Prelim Results of AD Admin Review
The Commerce Department issued the preliminary results of its antidumping duty administrative review on activated carbon from China (A-570-904). In the final results of this review, Commerce will set assessment rates for subject merchandise from the companies under review entered April 2019 through March 2020.

Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (i.e., all exporters not listed in Commerce's notice) (ADCVDWeb Message # 0176406)
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

China-wide. Commerce said 61 companies did not demonstrate independence from state control, or otherwise did not respond to Commerce Department questionnaires, and assigned these companies to the China-wide entity. See Commerce's notice for a full list.
No shipments. Commerce found another six companies -- Beijing Pacific Activated Carbon Products Co., Ltd.; Jilin Bright Future Chemicals Co., Ltd.; Shanxi Dapu International Trade Co., Ltd.; Shanxi Industry Technology Trading Co., Ltd.; Shanxi Tianxi Purification Filter Co., Ltd.; and Tianjin Channel Filters Co., Ltd -- did not have any exports to the U.S. during the period of review. As a result, the cash deposit rates currently in effect for these six companies will not change, and any entries during the period of review reported under their case numbers will be assessed duties at the $2.42/kg China-wide rate.
Assessment Rates
As part of this administrative review, Commerce will also calculate the AD duties it will assess on importers for entries of subject merchandise entered between April 1, 2019, and March 31, 2020. If these preliminary results are confirmed in the final results, importers of subject merchandise from Carbon Activated and Datong Juqiang would be assessed AD duties at importer-specific rates, and importers of subject merchandise from the other companies subject to this review would be assessed AD duties at the rates listed above.
