Seamless Pipe: Details of AD Duty Order on Czech Republic

The Commerce Department issued an antidumping duty order on seamless carbon and alloy steel standard, line, and pressure pipe from the Czech Republic (A-851-804). The order sets permanent antidumping duties, which will remain in place unless revoked by Commerce in a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD duties on importers and make changes to cash deposit rates.

The order details a three-day “gap period” of no AD duty liability for subject merchandise entered April 20-22, 2021. Commerce may only suspend liquidation for four months after its preliminary AD duty determination, issued Dec. 21, 2020, without the ITC having found injury (that period is extendable to six months in AD duty cases, but no request for extension was filed in this case). Commerce will order CBP to liquidate, without regard to AD duties, any entries during this gap period.

Commerce has also issued preliminary determinations in AD duty investigations on seamless carbon and alloy steel standard, line and pressure pipe from South Korea, Russia and Ukraine (see 2102090025), as well as in countervailing duty investigations on seamless pipe from Russia and South Korea (see 2012100053).
