China Activated Carbon: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on activated carbon from China (A-570-904). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered April 1, 2018, through March 31, 2019.

In these final results, Commerce said it is ending its review for Jacobi Carbons, Inc., because the company is only a U.S. shareholder of Jacobi Carbons AB.
New Cash Deposit Rates Take Effect Feb. 22
For entries on or after Feb. 22, the date these final results are scheduled to be published in the Federal Register, Commerce is setting new AD duty cash deposit rates for some companies. Exporters that didn't get a rate in this review will continue to get the cash deposit rate set for the respective company in the most recent previous administrative review, and exporters that have never been assigned an AD rate will continue to be subject to the China-wide rate. The new rates are as follows:

China-wide. Commerce said 63 companies did not demonstrate independence from state control, or otherwise did not respond to Commerce Department questionnaires, and assigned these companies to the China-wide entity. See Commerce's notice for a full list.
No shipments. Commerce found another four companies -- Ningxia Guanghua Cherishmet Activated Carbon Co., Ltd., Jilin Bright Future Chemicals Co., Ltd., Shanxi Dapu International Trade Co., Ltd., and Tianjin Channel Filters Co., Ltd. -- did not have any exports to the U.S. during the period of review. As a result, the cash deposit rates currently in effect for these four companies will not change, and any entries during the period of review reported under their case numbers will be assessed duties at the $2.42/kg China-wide rate.
Assessment Rates for Entries April 2018 - March 2019
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between April 1, 2018, and March 31, 2019. Commerce will calculate importer-specific rates for entries from Datong Juqiang and Carbon Activated. Entries from all other exporters covered by this review will be liquidated at the rates listed above.
