Commerce may suspend liquidation and require cash deposits of estimated AD duties beginning on the date it publishes its preliminary determination, or 90 days prior if it finds “critical circumstances.” Suspension of liquidation could come earlier for Oman and Turkey under concurrent countervailing duty investigations.
